Early speculation on the Mumbai attacks

I talked yesterday with Rahul Roy Chaudhruy from the International Institute of Strategic Studies in London, and he told me “we’re just speculating” now about who was behind these attacks. I included a couple of comments from Chaudhruy in my radio story Thursday.

audioiconThat’s still basically where things stand today. Some reports of Pakistani links, and even British connections, to the attackers. But very little confirmed. The NYTimes says US intelligence suspects a Pakistani militant group. My radio story for Friday focused on the potential impact of this on Indian-Pakistani relations.

Possible links to Britain

The Times of London reporting that two of the attackers in Mumbai might have been British-born Pakistanis. British officials say it’s too early to confirm anything.

The Washington Post talked with intelligence experts who say that the attack bears hallmarks of foreign-trained (i.e. Pakistan) militants.

More on the Mumbai attacks

One of the toughest foreign policy challenges facing the incoming Barack Obama administration just got tougher. Indian-Pakistani relations were going relatively smoothly. An indication of that, Pakistan’s foreign minister was in India for talks when the attack in Mumbai kicked off on Wednesday night. Shah Mehmood Qureshi held a news conference today and warned India against playing politics with the issue. But he also called the attackers “barbarians.” He promised Pakistani assistance. And now the NYTimes is reporting that Pakistan’s intelligence chief is heading to India. Let’s hope those signs of cooperation continue.

Two Americans were confirmed to be among the dead today, a 58 year-old man and his 13 year-old daughter.

Obama’s cabinet coming together

There’s disappointment among the dovish/progressive crowd of Obama supporters about what’s shaping up to be a very center-right national security team for the incoming administration. It’s worth remembering though, that it’s early yet. Folks I talked with today reminded me that change at a place like the Pentagon could be coming, depending on who gets placed in the lower level positions where a lot of the real foreign policy work gets done.

In other Obama transition news from The World, my colleague Jeb Sharp has a piece today on how the next administration is still going to have to deal with the torture issue. Human rights advocates and law experts are calling for an investigation into the Bush administration’s interrogation policies. Who ordered what, and so on?
